पिज्जा में गोमांस



पिज्जा में गोवंश का मांस!


मेरठ, जागरण संवाददाता : अगर पिज्जा खाने के शौकीन हैं तो सावधान हो जाएं। क्योंकि इसमें गोवंश मांस (बीफ) की परत होती है। पिज्जा के पैकेट पर इस बारे में साफ लिखा भी है। हालांकि जिस पैकेट में यह खाद्य सामग्री है, उस पर उत्पाद का शाकाहारी या मांसाहारी होने की पुष्टि करने वाला लोगो नहीं है। केंद्र के वाणिज्य और उद्योग मंत्रालय के अधीन डायरेक्टर जनरल फॉरेन ट्रेड से सूचना का अधिकार (आरटीआइ) अधिनियम के तहत मांगी गई जानकारी से यह रहस्योद्घाटन हुआ है। मेरठ जिले के प्र ाद नगर निवासी सागर ने यह जानकारी मांगी थी। डायरेक्टर जनरल की ओर से सभी राज्यों के मुख्य सचिव को भेजे गए पत्र में ऐसे पिज्जा की बिक्री पर प्रतिबंध लगाते हुए कार्रवाई करने का आग्रह किया गया है। इसमें पिज्जा निर्माता ही नहीं बेचने वाले के विरुद्ध भी कार्रवाई करने को कहा गया हैं। मेरठ के जिलाधिकारी सुभाष चंद शर्मा के आदेश पर एडीएम सिटी महावीर प्रसाद आर्य ने इसके लिए छापामार दल का गठन किया है। ये है खेल : पिज्जा बनाने में बीफ का प्रयोग करने वाली कंपनी इंडोनशिया की है। पैकेट पर उत्पाद को तैयार करने में प्रयोग किए जाने वाले दर्जनभर पदार्थों का नाम छपा है। रैपर पर अंग्रेजी में बीफ जिलेटिन शब्द लिखा है, इसका अर्थ है कि गोवंश मांस की परत। हालांकि यह बेहद महीन शब्दों में छपा है। इतना ही नहीं पैकेट पर उत्पाद के मांसाहारी होने का लोगो भी नहीं लगा है। 15 ग्राम के छोटे से रंग-बिरंगे पैकेट में बंद यह पिज्जा हर गली व चौराहे पर दुकानों में बेचा जा रहा है।

We were the cause of non-stop telecast without advertisements on closing ceremony of CWG Games 2010


All common man of India watched non-stop telecast of closing ceremony of Commonwealth Games 2010 on Doordarshan on 14/10/2010.

We had played the main vital role in this non-stop telecast.
We had strongly opposed showing of advertisements during telecast of opening ceremony on 03/10/2010.

We started writing e-mails to all friends in our strong network to forward messages to all addresses of common people in their inbox and on social network sites like Twitter and Facebook.

"Opening ceremony telecast of CWG 2010 was full of advertisements...crores of Indians were sitting before their TV sets but advertisements and breaks did total mood off. It is a National Shame...The event was viewed throughout the world.....Will India show advertisements of sanitary napkins and biscuits on the live telecast of Republic Day Parade also....It was the programme where the Hon'ble President and PM were present....Who directed DD to earn a few crores by this way in a total spent of 75000 crores in this Hulla Bulla, Ho Ho....Shame Shame....Thanking in advance if the same (Shame) will not be repeated in closing ceremony"...

We sent such mails to all noted journalists of country,TV channels,MPs and control room of Doordarshan on the same night of 03/10/2010.
We finished this work in three hours in night and this labour caused a cyclone of e-mails in this country for common cause. Next day some TV channels like CNN-IBN made it a news too.
The advertisements were causing 'irritations' to all common people of this country who had no money to sit in stadium.
It was not possible for all people to come to Delhi to view these programmes too. Obviously millions of people were sitting in front of television-sets throughout the globe but Doordarshan was causing 'interruptions' after getting (grabbing) telecasting rights of CWG 2010 from other TV channels.
The advertisements were causing 'permanent interruptions' as the 5-minutes lost were 'irreversible'.
Advertisements may be shown on telecast of films as it gets re-started from the same scene.

Advertisements can be shown on changeover of balls during cricket matches too but how these can be flashed during throw and hit of a ball by encroaching the rights of viewers.

How can the Doordarshan 'misuse' its telecasting rights by encroaching the rights of people to view non-stop relay of games.

Here the Doordarshan has encroached the rights of people by 'grabbing' rights for telecast of the events of CWG 2010.

It is a "breach of contract" too and why Doordarshan should not be blacklisted for all future telecasts???

The way of telecast by Doordarshan can be challenged in courts by PIL on this basis too.

You all have shown your potentials in national interest again...and ...again

We want a fixation benefit for Puducherry Teachers under FR 22 (1)(a)(1)

Sub: Implementation of financial Up gradation under ACPS to the Teacher in the UT Puducherry who were granted senior /Selection Scale –Reg.

Ref:
1. Letter F.No 12-10/2001-UT-1 dated 29.09.2009 of the Ministry Of HRD, Department of School Education & Literacy,New Delhi.

We are to state that the Department of School Education & Literacy of the Ministry Of HRD ,New Delhi had vide letter cited clarified that the pay of teachers in Senior /Selection Scale ,on grant of ACP shall be fixed with reference to the pay so fixed in the Entry /Senior Grade ,as the case may be and that the fall in pay, if any ,resulted in such fixation may be protected by granting personal pay adjusted future increments.

On calculation on paper there is a heavy monetary loss @5oo/-per month for 5 years from 9.8.99 despite the pay protection.This is nothing but INDIRECT recovery of benefits accrued thro’ a scheme i.e conferment of senior scale. This is totally in violation of the clarification already given at 47 of ACP scheme by DOPT and against the judgment pronounced by Supreme court in Tulsidas (Andrepradesh)case

2. in this connection ,we would like to invite your kind attention that the fixation of pay of Teachers drawing senior scale/selection scale ,on grant of financial l up gradation under ACPS,at the entry scale as on 09.08.1999 would not be consistent with the clarification No.47 under ACPS as the MHRD clarification negates the benefits of Senior /Selection scale enjoyed by the Teachers prior 09.08.1999 under a different scheme.

3. But ,the present clarification issued vide letter cited reiterates the same negation which will be detrimental to the interest of the serving teachers in as much as the proposed fixation of pay under ACPS will be regressive in nature, in as much as the teachers salary will be frozen as on the date of fixation for many years in the name of implementation of the ACP scheme. This cannot be the object of the ACP scheme as it is aimed at Career Progression and not career freeze or career regression

4. In this connection we would like to state that since the ACP scheme is only a switch over from the earlier scheme of senior/Selection scale from 09.08.1999 in view of better prospects under ACP scheme and on the grand that both the scheme of time –bound promotion under the earlier scheme of Senior/Selection Scale regime or ACPS cannot run concurrently, this clarification issued order letter cited of the Department of Education & Literacy does not seem to be consistent with the objectiveof the ACP scheme and therefore ,not in order.

5. We state that when the benefits under senior /selection scale are negated while switching over to the ACP scheme on 09.08.1999 ,the fixation of pay of those teachers on selection scale with reference to pay so fixed in the senior grade (Scale ) as clarified at MHRD/DOPT end would also not be in order ,it seems.

6. As the financial up gradation under ACPS has to be granted in the hierarchy without negating the benefits of scheme enjoyed prior to 09.08.1999 ,we consider that it is necessary that the teachers in the enjoyment of Senior Scale /selection scale have to be allowed the fixation under FR 22 (1) (a) (1) on senior scale and selection scale respectively as on 09.08.1999 as hierarchy promotion is not merely the higher pay scale attached to the promotion post but it is also inclusive of fixation benefit accruing under FR 22 (1) (a) (1) to treat the senior scale and selection scale as first and second financial upgradation under ACP scheme.

7. We would ,therefore, like to interview on the issue in detail , associating the concerned authorities from the DOPT to find a just and lasting solution to the pending vexed issued which is being eagerly awaited by the retiring and retired teachers since 1999.

Geelani has been diagnosed with renal cancer, and has been recommended by doctors to go overseas for treatment. After Prime Minister Manmohan Singh intervened, Indian government agencies returned Geelani's passport to his son.[13] His passport was seized in 1981 due to accusations of "anti-India" activities, and with the exception of his Hajj pilgrimage in 2006, he has not been allowed to leave India.[14]

During a regular check-up doctors discovered that Geelani's "only kidney has developed malignancy".[15] An infection forced doctors, four years ago, to remove his left kidney. Although the cancer was in its early stages, it was life threatening, and he needed to have surgery. Following the advice of his doctors at Apollo Hospital, Geelani was set to travel to either the UK or the USA for specialized treatment.[16] However his request for a visa was turned down by the Americans, and as his health deteriorated he went to Mumbai for surgery. Doctors at the Tata Memorial Hospital successfully performed surgery on his kidney.[17] The reason given by the U.S. for turning down Geelani's request for a visa was, that he has" failed to renounce violence". This decision was declared a violation of his human rights by his supporters and family.[11].

Shiva Solanki, nephew of BJP MP Dinu Solanki arrested from the Rajkot airport in connection with the murder of RTI activist and green crusader Amit Jethwa.

"We arrested Shiva Solanki while he was on his way to Mumbai," said Police Crime Branch Chief Mohan Jha.

Jethwa had filed a Public Interest Litigation against illegal mining in Gir forest region in High Court few days before he was shot dead from close range by two unknown motorcycle-borne assailants near the Gujarat High Court on July 20.

His father Bhikabhai Jethwa had alleged that the BJP MP from Junagarh was behind murder of his son.

Shiva Solanki's role in the murder was under the scanner of the city crime branch, after one of the accused arrested in the case revealed his involvement.

Last month, police arrested a constable Bahadursinh Dhirubha Wadher from Junagadh district and one Sanjay Chauhan in connection with the murder.

A couple of days later, Pachan Shiva, one of the two motorcycle-borne assailants who had shot Jethwa on the night of July 20 this year was also arrested.

Bhikabhai Jethwa had earlier alleged that BJP MP Dinu Solanki was behind the killing of his son, and had also threatened him over telephone several times in the past.

The Ahmedabad police are now probing Gujarat Right to Information (RTI) activist Amit Jethwa’s last Public Interest Litigation (PIL) against BJP MP Dinubhai Solanki.

The needle of suspicion point towards criminal gangs in Saurashtra and the Ahmedabad police will shortly leave for Junagadh for investigations.

Amit Jethwa’s murder has once again brought into sharp focus the obstacles in successfully implementing a legislation that was meant to expose corruption in the government.

The main hurdle seems to be the issue of RTI activists facing a threat to their lives.

Amit Jethwa, who was shot dead by unknown assailants on Tuesday evening, was trying to expose the nexus between officials, politicians and the mining mafia in Gujarat. His family has accused a BJP MLA of having a hand in the killing. (Read: RTI activist’s murder: Family accuses BJP MP)

Speaking to NDTV, National Advisory Council (NAC) member and activist Aruna Roy, who campaigned hard for the Right to Information Act, says whistleblowers face the biggest threat from the nexus between corrupt officials and the mafia.

“Actually you see the RTI works within the system of governance. So what should protect them is the regulatory systems which operate within government…the regulatory mechanisms which operate within government. It is also the administrative missionary that operates within government. Because very often it is that part of the government which is malfunctioning, which is threatened to be exposed, which is hand-in-glove with the mafia and then proceeds to take these kinds of horrendous steps to still voices of protest,” said Aruna Roy.

She also added that the NAC will take up the roadblocks in RTI.

“Actually the NAC in its first meeting decided that it would also look at the implementation of the flagship programs of UPA 1. So whether it is the Forest Bill or the RTI or the NREGA, these various acts will be covered under the general work of the NAC. So we will at some point of time take up RTI…the roadblocks in RTI.”

DCPCR working under pressure of Delhi Government


In the month of May’10 many parents of New Seema Puri approached with written request to Sarvodaya Kanya Vidyalaya (SKV), New Seema Puri for the admission of their children. The Vice Principal of SKV denied admission in written to these children stating that there is no seat available in the school, therefore admission cannot be given.

The Right to Education Act 2009 implemented since 1st April’10 and despite of RTE Act which ensures the free & compulsory Elementary Education, therefore now it’s the right of every child to get admission in school. A Commission in Delhi has also been set up under the Act for ensuring the rights of children, so it is the responsibility of the Delhi Commission for Protection of Childs Rights to ensure the admission of the children in school.

A complaint was filed with Delhi Commission for Protection of Childs Rights (DCPCR) regarding the written denial for the admission of these children by the vice principal of the school. The DCPCR directed the Directorate of Education to admit these children otherwise action will be taken against Department.

But it is extremely surprising after 4 months DCPCR has sent a letter dated 1st Sep’10 stating that “admission to these children cannot be given in SKV New Seema Puri, because of non availability of seats in the school, therefore the parent of these children are advised to take admission in other neighborhood school.”

However the fact is that in this SKV, New Seema Puri there are 60-80 students are studying in a single section of many classes.

As DCPCR has passed 4 months and now the admissions are closed, so where these children will study. In such situation questions arise:

For whom this Commission is functioning GOVERNMENT or CHILDREN?

Is this Commission bound to work under pressure of the Government?

Are the appointments being made just to oblige the people who are closer to the Government?

Who is responsible for spoiling one year of these children?

How one year will be compensated for their loss?

We like to salute such Brave and Honest officers

It has been a long time since you have received any news from Sakshi. We appreciate that you still have given your support to the cause of clean governance. We have spent a long time wondering if the battle for a clean working government could be achieved by RTI alone. Essentially we felt that the standard RTI approach itself was based on negativity and suspicion of people in our government. While this might be largely true but there some exceptional exceptions.

We have therefore another approach let us look at the bureaucracy as our servant or as dog who we have bought home to serve and protect us. In this context the indian bureaucracy is like servant who gets food whether it works or not and when given an opportunity it steals our food also. When given an opportunity we use RTI and other anti corruption measures to kick it. We use the media, facebook and letters to the editors to curse it.

We request you step back and see if this is how we want to train the dog who is to serve us. Only kicking and cursing it will not work we need to give it love and recognition too but at the times when it demonstrates the right behavior. Believe me there are plenty of opportunities where honest officers have gone beyond their call of duty to serve us with great diligence.

We need you as citizen of this great country to change our approach to fighting corruption why not recognize and appreciate good work done by government officials. Trust when such recognition is received such an officer ethics and desire to serve diligently will be further strengthened and they will go on set and example to thier not so diligent colleagues.

Today we want you to buy a simple post card of Rs.2 and post the card with a note of appreciation of Superintendent of police Mrs.Kalpana Saxena who on her rounds found three police constables extorting money from truck drivers. She chased them and held onto the window of their jeep and was dragged 1 KM along with their escaping vehicle.

Pardarshita filed PIL in High Court


Notice issued by Delhi High Court to Delhi Govt. against violation of RTE ACT

Article 21 A of Constitution states that “Every child between the ages of 6 to 14 years has the right to free and compulsory education.” Not only this RTE Act has also been enacted since 1st April 2010 and according to Section 3 (1) & 3(2) of Right to Education Act

Section 3(1)“Every child of age of six to fourteen years shall have a right to free and compulsory education in a neighborhood school till completion of elementary education”

Section 3(2)“no child shall be liable to pay any kind of fee or charges or expenses which may prevent him/her from pursuing and completing the elementary education”.

But surprisingly, government school Authorities, who are supposed to be aware of this Act, are not abiding by the same. Principals of Government Schools are collecting Rs 97 from the students of Class I to VIII in the name of Parents Teachers Association Fund and Pupil Welfare Fund. This is not one time collection but the students have to pay Rs 45 quarterly for pupil Welfare Fund

When such violations came to the notice of Pardarshita by the students, then more than 500 students were assisted by Pardarshita in raising their voice against violation. A complaint with the Delhi Govt. and Chairperson of NCPCR and DCPCR was filed. More than three months have been passed but no action by any of the authority has been taken so far. Therefore Pardarshita has filed a PIL in Delhi High Court with the help of Divya Jyoti Jaipuriar, Advocate HRLN for violation of RTE Act and today Hon’ble High Court has issued notice to Delhi Govt. in this matter.

नगर निगम शिक्षक संघ (MCTA) का टाउन हाल पर प्रदर्शन


नगर निगम शिक्षक संघ (MCTA) ने आज अपनी विभिन्न मांगों को लेकर टाउन हाल पर विशाल प्रदर्शन किया।आज तक नगर निगम के शिक्षकों को छठे वेतन आयोग के एरियर का भुगतान नहीं हुआ है। इसे लेकर शिक्षकों में काफी रोष था और रही सही कसर पुलिस ने पूरी कर दी जब टाउन हाल की तरफ जाने से रोक दिया। शिक्षक सड़क पर बैठ गए और पुरानी दिल्ली रेलवे स्टेशन जाने के मार्ग को बंद कर दिया।काफी बड़ा जाम लग गया और स्वर्गीय करतार सिंह जून के समय की याद ताज़ा हो गयी।
नगर निगम शिक्षक संघ (MCTA) के वर्तमान महासचिव उनके पुत्र जोगेंद्र जून हैं और दिल्ली का शिक्षक समाज उनमें उनके पिता की ही छवि देखना चाहता है।
नगर निगम शिक्षक संघ का एक महान इतिहास रहा है। इसने अनेक शिक्षक नेता दिए हैं और सच तो यह है कि यह दिल्ली में शिक्षक नेता बनाने की मातृभूमि है। हम सभी डेल्टा (DELTA) के लोग भी इसी से पैदा हुए हैं। इसलिए इस संस्था का सम्मान हम हमेशा करते रहेंगे और इसको हमेशा जीवंत बनाये रखेंगे। इस संस्था ने न केवल शिक्षक नेता दिए हैं बल्कि इसी के सहारे अनेक लोगों ने दिल्ली के राजनीतिक गलियारों में जगह बनायी है। अनेक शिक्षक नेता इसी से निकल कर विधायक और पार्षद बन गए। अभी अभी निवर्तमान महासचिव जय भगवान यादव को इसी संस्था ने भारतीय जनता पार्टी के टिकट पर पार्षद बना दिया और वे दिल्ली नगर निगम की स्टैंडिंग कमेटी के सदस्य भी हैं।
शिक्षक नेताओं को राजनीति में जाना चाहिए या नहीं... यह प्रश्न आपके लिये छोड़ा जा रहा है... हम इस विवाद में पड़ना नहीं चाहते....

नगर निगम के प्रधानाध्यापकों को कैट में जीत मिली



आज माननीय कैट (CAT) ने दिल्ली नगर निगम के सभी प्रधानाध्यापकों को एक बड़ी खुशखबरी दी है।

ये प्रधानाध्यापक रिटायर होने के बाद पुनः दो वर्ष के लिये नियुक्त हो सकते हैं।

कुछ दिनों पहले श्री गिरिराज शर्मा एवं अन्य प्रधानाध्यापकों ने कैट (CAT) में एक केस दाखिल किया था कि उन्हें भी टी जी टी की तरह रिटायर होने के बाद 62 वर्ष की उम्र तक पुनः नियुक्ति मिले। आज कैट (CAT) में इस मुद्दे पर फैसला आ गया है और शिक्षक समाज की जीत हुई है। प्रधानाध्यापकों को पुनः नियुक्ति मिलेगी साथ ही इन्क्रीमेंट भी मिलेगी।
श्री गिरिराज शर्मा जी अनेक वर्षों से अखिल दिल्ली प्राथमिक शिक्षक संघ (ADPSS) से जुड़े रहे हैं और उनके वर्तमान मार्गदर्शन में संगठन ऊंचाईयों को छूता रहा है। ईश्वर उनको लम्बी उम्र दे तथा डेल्टा (DELTA) को भी उनका आशीर्वाद एवं मार्गदर्शन मिलता रहे, यही हमारी कामना है। विशेष जानकारी के लिये गुरुदेव श्री भगत सिंह दहिया (09013247523 ) या श्री रामचंद्र डबास से (01120481756) पर संपर्क करें।

We can CREATE young leaders for politics and social service. WHY WE ARE NOT THINKING FOR IT ???

Sub: Withdrawal of call for Indefinite Strike by the JAC of Staff Associations of NVS – Reg

Ref: Discussions of the representatives of JAC with the Hon’ble Secretary, Department of School Education and Literacy, Govt. of India dated 28-01-2010.

It is hoped that by now, you would have received the copy of minutes of the meeting of the JAC of Staff Associations of NVS with the Hon’ble Secretary, Department of School Education and Literacy, Govt. of India, forwarded by us to all the JNVs, by E-mail dated 29-01-2010.

In the same context, we bring to your knowledge and information the events that took place in a chronological sequence.

1. 23-01-2010: - A meeting of the JAC was convened at PUNE, where at discussions at threadbare were held and decided to observe indefinite strike w.e.f 01-02-2010.

2. 25-01-2010: - While the meeting was in progress at PUNE, we have received a call from the NVS headquarters office inviting the JAC representatives for a dialogue. Accordingly, all the members of the JAC met with the Hon’ble Commissioner NVS on 25-01-2010, where at no positive assurance came from the NVS administration. As such we were forced to inform the NVS of our resolute stand on the indefinite strike w.e.f 01-02-2010.

3. 27-01-2010: - JAC fired the shot to NVS headquarters intimating the irrevocable decision of indefinite strike w.e.f 01-02-2010 as there was no assurance on our demands. The same evening, the JAC representatives received call from Shri. Alok Varma, Joint Commissioner(Admn), NVS , New Delhi, to the effect that the Commissioner, NVS has arranged a meeting with the Hon’ble Secretary, Department of School Education and Literacy, Govt. of India, New Delhi on 28-01-2010 and extended invitation to attend the same.

4. 28-01-2010: - The representatives of JAC who had already reached their respective places, had to fly to New Delhi, for the important meeting with the Secretary. The meeting was preceded by another meeting with the commissioner NVS at Shastri Bhavan on the forenoon of 28-01-2010. (The present commissioner, NVS is holding the post of Joint Secretary in the department of elementary education.) where at the commissioner advised all the JAC representatives to be pragmatic in the issue. Later late in the evening Smt. Anshu Vaish Hon’ble Secretary took the most crucial meeting with the JAC representatives. She heard us patiently and appreciated our genuine and most legitimate demands. She had assured that she will take up the issues with the secretary, finance ministry effectively in the days to come. During the discussions with the commissioner, NVS and the secretary (SE&L), it was assured that a meeting would be arranged with the Hon’ble HRM between 02-02-2010 and 15-02-2010.

The JAC could gauge sincerity and honesty in the statements of the secretary (SE&L) and the commissioner, NVS. Moreover the proceedings of the meeting were recorded in shape of minutes and communicated to all.

In the above circumstances, the JAC felt that it would be wise to allow some more time to the Government in the direction of viewing and reviewing the just and legitimate demands of the staff. Hence, we have a unanimous decision to withdraw the call for indefinite strike.

The JAC shall continue to wage relentless struggles in achieving our just demands of CCS Pension 1972 pattern and 10% special allowance to non-teaching staff in particular and all other genuine demands in general. Since this is the first time in the annals of NVS that an assurance to solve our problems was given in written shape which the JAC had to honor. This is our collective victory.

We may further inform that the JAC met with the Joint Commissioner (Admn.) and Joint Commissioner (Pers.), NVS headquarters, New Delhi, Separately on 29-01-2010 and discussed all the outstanding demands of the staff and requested for time-bound solution. They have advised us to submit issue wise representations, for finding speedy solutions and expedite solution. Following are the main issues discussed

a) Adhoc bonus to teaching staff.

b) Grant of Senior scale / ACP to teaching and non-teaching staff.

c) Grade pay of Rs 1800/- to group D employee.

d) Exemption of license fee to non-teaching staff.

e) One day token strike on 16-11-2009.

f) Modification of recruitment rules.

g) Restoration of Pay-Scale of Assistant, Audit Assistant, P-A, OS and SO.

h) ACP to drivers.

i) Earned Leave to vacation staff.

j) Ex-gratia to be paid to diseased employees families of Rs. 30,000/-

k) Creation of PGT post in Modern Indian languages.

l) Uniforms and Text-Books.

Friends, let us watch the developments. If any sabotage is attempted to water down our moment and unity, we shall roar like lions and plunge into the action with re-doubled vigour in the days to come.
